As a matter of public record, Stark Parks has ONLY received grants for 80 acres of the 205 acres that Tam O’Shanter is reporting that they plan on selling to Stark Parks. This information can be reviewed on page 73 of the Ohio Public Works Grants Website Under Projects-Updated Monthly. pwc.state.oh.us The Public Work grants have many restrictions. The land must be used as an open green space area. Nowhere in the descriptions of green space projects is the word “PARK” mentioned. Trails, picnic tables and portable toilets are permitted. Sports fields, golf courses, sliding boards, swings, teeter totters and jungle gyms are not permitted. (Please see the grant restrictions. http://www.pwc.state.oh.us/GSCAdvisories.html) For the 80 acres at a reduced price, the Ohio taxpayers are paying over $2 million. This passive area will only be accessed off of Hills and Dales Road and public access is NOT MANDATED.
There are NO GRANT MONIES for the remaining 120 acres not accounted for on Tam O’Shanter. Will Tam O’Shanter Company be approaching Jackson Township Zoning again and ask for these 120 acres to be zoned B3 as well? What if Stark Parks is unable to complete the purchase of the 80 acres? Will Tam O’Shanter Company be asking for a rezone of these 80 acres also? There are TOO many unanswered questions to BLINDLY allow 62 acres to be rezoned B3.
